accomodation in Hongkong and Kowloon by reason of the ever increasing rentals there. Of such increases I have given you particulars in nclosure 2 to my Despatch Confidential (No. 1) of 72 the 22nd. of lovember, 1912. These increases are principally due
to the influx of Chinese or to the rise in the standard of living
of those previously resident here. Thus I find that houses in Caine and Robinson Roads which in 1892 were nearly exclusively occupied by Europeang, and Portuguese are now mostly owned and inhabited by Chinese. The following figures show how serious the displacement of the European and Fortuguese population has been:-

The European community here taken as a whole
is not a rich one. The Portuguese community is a poor one. The Chinese community is a rich one and Chinese do not seem to care what price they pay for a house if it takes their fancy. The general result is the creation of a situation of great difficulty. One result of it has been the proposal to create a Portuguese Reservation approved by you in your Despatch No. 180 of 19th. June, 1912. The necessity of creating a purely European Reserva- -tion may likewise become a necessity in the future for there is a limit to the rentals the Lajority of Europeans here can afford to
pay.

There seems therefore to be ample justifica- -tion for setting apart the Crown Land within the area at Tai Po, delineated on the enclosed map, for occupation by persons only who are approved by the Governor and to permit the Governor to exer- -cise a discretion in not allowing the enterprise of Europeans in
developing the area to be taken advantage of by others to such an
extent as to threaten the ultimate exclusion of Europeans.
